As of patch 1.1.11, “powerful magic items no longer restock once bought”. You can even just sleep in the Palace for 25 days and the items will be restocked. Shops seem to restock items after 25 days. Or you can just check lists of needed ingredients here: Consumables, Craftable Weapons, Craftable Armor. After that, you can just reload your save, and you haven't lost anything. Oil of Acuteness and some rarer ingredients can be purchased from the Antiquarians faction vendor ( Halman Summer in Caer Cyflen). The Arcaneum faction merchant in the Inn in Caer Cyflen sells some primed items, and you can also find them as loot in your travels.
The result has the same results as the base item, with additional bonuses from the enchanting. Each recipe uses a “primed” item as a base, and an additional ingredient to activate the primed item. You will need proficiency in either Arcana or the Manacalon Rosary to craft magical items.
